About the Role
The Director will provide strategic leadership, oversight, and accountability for HMHB’s statewide Responsive Access Program (RAP) network to ensure that uninsured and underinsured individuals receive timely, culturally responsive access to reproductive and family planning services. This role oversees partner performance and subcontractor relationships, and ensures program compliance, quality assurance, and data integrity across all RAP activities.
Data, Reporting & Evaluation
Oversee statewide data collection and reporting, including client demographics, service utilization, and outcomes.
Develop and maintain RAP dashboards and standardized DOH reporting templates.
Lead efforts to improve data systems, including the development of unified tools and future API integrations.
Ensure compliance with HIPAA, DOH, Title X–related standards, and HMHB policies.
Monitor key performance indicators, including service access, same-day LARC, outreach reach, and geographic coverage.
Program Leadership
Lead the statewide design, implementation, and continuous improvement of RAP.
Ensure RAP aligns with DOH requirements, HMHB’s mission, and health equity principles.
Supervise the Manager of RAP and provide programmatic guidance and performance oversight.
Serve as the primary point of contact for RAP partner organizations and FQHCs.
Execute and oversee MOUs, BAAs, scopes of work, and performance expectations.
Monitor partner service delivery, timeliness, and quality; implement Corrective Action Plans (CAPs) as needed.
Lead biannual partner convenings focused on performance review, disparities analysis, and quality improvement.
Coordinate with Planned Parenthood GNHK and other statewide partners.
Represent HMHB and RAP in statewide coalitions, DOH meetings, and cross-sector planning efforts.
Fiscal Oversight
Collaborate with the CAO on budget monitoring, monthly invoicing, and subcontractor reimbursements.
Review and approve programmatic components of RAP financial reporting.
Ensure RAP functions as payer of last resort and adheres to approved cost structures.

Preferred Qualifications
Master’s degree preferred in Public Health, Health Policy, Health Administration, Social Work, or a related field
7–10+ years of program leadership required
Advanced data literacy and experience working with complex data systems, program evaluation, and dashboards required
Strong background in government contracts, grant compliance, and performance reporting
Excellent relationship management, facilitation, and problem-solving skills
Strong knowledge of trauma-informed care, reproductive health, and social determinants of health
Excellent communication, documentation, and organizational skills
Commitment to cultural humility, equity, and client-centered care
Strong interpersonal skills
Proficient with data entry and knowledge of database maintenance (Apricot, Klara, etc.)
Maintain a valid driver's license and State-mandated Auto Insurance
Must be willing to travel, as needed
